Risk & control objective
Occupancy is the one measurement that reads as safety, security and operations at the same time. The Q3 papers use the same count for excessive occupancy of high-risk areas, muster-area headcount during a drill, queue length at a checkpoint and station occupancy on a line — and in every case the manual alternative is a person with a clicker who is not there at the moment the number peaks.
The control objective is a continuous per-zone count with a configurable limit and a history behind it. What the operator gains is a capacity figure they can defend in a permit review, an evacuation record that reconciles against the personnel-on-board list, and a peak-occupancy trend that shows where the site is actually crowded rather than where it feels crowded.
