Risk & control objective

Workplace transport is the area where the Q3 papers are most consistent across industries: the operator must manage vehicle and pedestrian segregation, routes, reversing, speed and loading. Every one of those is a layout decision that either holds in practice or quietly stops holding as the site changes.

Near-miss data is the leading indicator here and it is normally the hardest to obtain, because near misses are only counted when somebody reports one. Continuous detection produces the count directly, ranked by junction, aisle and shift — which turns segregation from a drawing on an induction slide into something with a measured failure rate.
