Risk & control objective
Hand injuries are the highest-frequency injury class on most industrial sites, and glove requirements are the most task-variable of all PPE rules. The same worker may need cut-resistant gloves at a trim station, chemical-resistant gloves at a decanting point and insulated gloves near a panel, within a single shift.
The Q3 power-generation paper frames the target state exactly: not “worker without gloves”, but the worker in a specific context where a specific glove class applies. That is the control objective — a rule that follows the task, produces a compliance figure per zone, and leaves a timestamped record when the rule is missed.
