Risk & control objective
Every Q3 paper carries the same line in its target-applications grid: driving in unauthorised areas, paired with vehicle direction. The reason it recurs is that vehicle boundaries on an industrial site are drawn on a traffic-management plan and enforced by signage, and neither of those produces a record of what actually happened.
The control objective is a per-zone vehicle rule reconciled with identity at the gate, so an entry can be attributed to a plate, a carrier or a contractor rather than to an unidentified vehicle. What the operator gains is an authorisation record for the traffic side of the site, and the evidence to take a repeat breach to the haulier responsible for it.
