In all of them the useful variable is duration, and duration is exactly what a patrol cannot capture.
The control objective is a parking rule per bay and per lane with dwell measured against it. What the operator gains is both an enforcement record and a utilisation figure: the same detections that evidence a blocked fire lane also tell a yard planner which bays are actually being used and which are not.
